Subsequent reports by the National Council on Disability documented continued progress in implementing many of the recommendations and tracked ongoing developments. By 1988, Congress had already enacted several significant legislative changes related to employment, education, and disability advocacy, reflecting the report’s growing influence on federal policymaking and shaping the direction of future reforms. The report also strengthened the independent living movement by emphasizing the importance of community-based services and robust support systems that enable people with disabilities to live independently, participate more fully in society, and exercise greater control over their daily lives and long-term decisions.
